Second, projects may focus on strengthening democratic institutions to improve governance and the rule of law, meaning efforts that help institutions function more effectively, transparently, and credibly within their legal mandates. Third, projects may support more efficient management of government resources, emphasizing better planning, budgeting, procurement, monitoring, or other approaches that reduce waste and improve public sector performance.

There are also clear restrictions on how funds can be used. This NOFO does not allow funding for law enforcement activities, training members of law enforcement, or providing social services. In other words, projects need to stay focused on governance, transparency, accountability, institutional strengthening, and public resource management rather than policing, security-force capacity building, or direct service delivery.

Eligibility is broad but defined. Applicants may include U.S.-based or overseas-based NGOs, public international organizations, educational institutions, and other qualified organizations that can respond quickly and mobilize on a short timeline. Consortia are allowed as long as one organization serves as the lead applicant. The Embassy strongly encourages U.S. and international organizations to partner with a Panamanian NGO as a sub-grantee, signaling a preference for proposals that include local implementation capacity and local ownership.

All applicants must have an active registration in SAM.gov, which is a standard U.S. government requirement for receiving federal awards. Applications must be submitted through the required channels with the mandated federal forms and supporting documents. The required application package includes a cover sheet, table of contents, executive summary, proposal narrative, budget narrative, and a detailed line-item budget. It also requires completed and signed SF-424 and SF-424A forms, and submission of SF-424B through Grants.gov. Additional required attachments include organizational capability information, a performance monitoring plan (PMP), resumes of key personnel, proof of legal status, and a letter of support from any government agency or agencies that have agreed to serve as project partners.
